$115 million scandal: Fidelity Bank appoints new MD

The management of Fidelity Bank Plc have appointed an interim Managing Director and Chief Executive Officer, Mohammed Balarabe (right) to replace its embattled CEO, Nnamdi Okonkwo (left), who is still being detained by the Economic and Financial Crimes Commission, EFCC for allegedly fraudulently receiving $115 million (23bn) from former Minister of Petroleum Diezani Alison-Madueke.


According to EFCC investigations, the money was allegedly used to bribe INEC officials ahead of the 2015 general election.

In a statement released by the bank yesterday, the board said the decision followed “the absence of the substantive Managing Director/Chief Executive Officer”.

In recent times state Governors have unanimously approached the President for financial assistance for them to meet up with their obligations especially the payment of workers salaries. They came severally with caps in hand and have received assistance sought twice.
 It will be recalled that it was state governors and their governments that forced the hand of the former President to share and more or less plundered the savings in the Excess Crude Account. It is becoming clearer and more certain daily that unless a miracle happens many states will be unable to meet up with their financial obligations and may actually face imminent bankruptcy if the economic situation in the country worsens.

From time immemorial the economies of nations all over the world do go into recessions and more often not necessarily as a result of incompetence or lack of managerial capabilities of the administration that is in situ.

What is different in our situation, especially as it concerns the state governments is that the federal government appears to be dealing with the situation from the point of Compassion. Economic situations are better approached from point of strategic policy options and fiscal management techniques rather than a 'father Xmas' disposition.

Firstly virtually ALL state governments in the country have an over bloated civil service. At some point between 2008 and 2009, Ogun state received N2b monthly from the federation account and paid out N1.8b as staff salaries, wages and overhead costs!!!! The total staff strength was about 50,000 while the population was about 5,000,000. An obvious socio economic absurdity and incongruity therefore existed where 10% of the population was consuming 90% of the wealth of the state. We Dont need a sooth sayer or economic guru to foretell that this is unsustainable. In many States the percentage of the resources of the state that is consumed by the civil service ranges between 70% to 80% by not more than 10% of its population. A basic economic dictum says " if expenditure cannot be controlled then internal demands must be curtailed" Without doubt therefore, all state governments must immediately start the process of down sizing with reasonable cushions for those who will be affected.

An immediate 20-30% cut down in staff strength is imperative, with provision of say, upfront payment of 3years salaries for affected members of staff. If this is what the federal government will give as loans or bail outs to the States to be repaid over 10years, it will make a better a economic sense than what has been done to date. This action will ensure that the states do not keep coming back as a recurring decimal.

This exercise of down sizing should be continued at an annual rate of about 10% for about 5years. This will also create space for a controlled employment of new youthful and better trained civil servants.

All elected politicians want to build roads and improve infrastructural facilities in their states. The voters also judge performance by level of infrastructural improvement embarked upon by elected public officers.

In this period of economic downturn therefore we cannot expect that governors will be satisfied with just paying salaries. This is why many governors will rather award contracts for roads, bridges, schools etc and owe salaries for several months.

In considerations of this therefore it is necessary that the federal government creates a National Infrastructural Fund, to be managed by national and international experts. Both States and federal government can approach such agency for developmental funding at single digit interest rates. Federal government may deploy money from the pension funds, as already suggested by the Hon minister for Works Babatunde Fashola. Multi lateral agencies can also be mobilized to commit to such funds especially if the federal government backs such requests with sovereign guarantees.

Finally the situation where a sitting state governor can commit the state to any volume of indebtedness, depending on his own financial satiety or avarice must be stopped forthwith.

It is not enough that the state assemblies must approve such loans, since in practice we know for a fact that 99% of all state assemblies are mere rubber stamps of the state governors. It is about time that the citizens who are not involved in the loan process, but who eventually are forced to endure the strangulating effects of the debt over burden,after the governors and legislators have left, are allowed to have a say in the process of loan approval.  The only way citizens can effectively participate in this and similar matters which directly affect their lives and well being, is through a REFERENDUM. An amendment to our constitution to allow citizens participation in such crucial affairs of state, at state and national levels, is long overdue.

Residents of Enugu state are presently staging a protest in the state over the recent invasion of Nimbo community by some herdsmen. The protesters, amongst whom are members of Federated Association Of Nsukka Students (FANS), are calling on the state governor, Ifeanyi Ugwuanyi, to take a decisive step to curtail the activities of the herdsmen in the state. The protesters started their protest march from the Michael Okpara Square, Enugu as early as 7:00 am.

Arsenal manager Arsene Wenger has explained why he substituted Nigerian youngster Alex Iwobi just 10 minutes into the second half in Saturday’s narrow 1-0 win over Norwich city.

Alex Iwobi didn’t look impressed as he was hauled off just ten minutes into the second half.
Many Arsenal fans turned on Arsene Wenger, suggesting it was an unfair treatment meted out to the Nigerian attacker, especially as he has been in terrific form for the Gunners recently.
Iwobi made way for match-winner Danny Welbeck and Wenger has offered some insight into what warranted the substitution.
“I saw the opportunity there, because Alex Iwobi comes more towards the ball but, with a runner in behind on our left side, there was some room to exploit, and Danny did that very well,” Wenger told the club’s official website.
“On top of that he scored a goal when he came on.”
Iwobi, 19, has played 12 Premier League games this season and has two goals and two assists to his credit.

Photos: Troops capture 9 Boko Haram terrorists who hid in fox holes, rescue 400 hostages

Boko Haram terrorists are now hiding in dug outs and fox holes in order to evade arrest, the Nigerian Army said in a statement. 
"In compliance with the military high command’s directive which is to ensure that all villages and towns are cleared of remnants of Boko Haram terrorists, troops of 22 Brigade Garrison in Operation LAFIYA DOLE, on Sunday 1st May 2016 cleared 4 villages of Boko Haram terrorists hiding in the area, Militaru spokesman, Colonel Sani Kukasheka said in a statement on Monday, May 2.
 "The terrorists hibernating in Cinga, Mallum Maja, Bosuma and Murye villages, were armed with dangerous weapons and have been terrorizing the communities. During the operations 3 Boko Haram terrorists were killed, while 9 of them who tried hiding in foxholes and dug outs were identified and captured alive. 
"Items recovered from them include 9 Dane guns, 3 machetes, 1 bow with arrows, 6 motor cycles used by the Boko Haram terrorists to ferry slaughtered cow meats to Boko Haram terrorists hideouts were recovered and burnt. Other items recovered include 1 tricycle, 4 x Tiger Generators and 1 solar panel. The troops also recovered 300 herds of cattle rustled by the Boko Haram terrorists from Fulani herdsmen and handed over to their rightful owners.
"Similarly, 400 persons held hostage by the terrorists were rescued and set free. It is gratifying to state that we have not sustain any casualty to own troops and equipment and troops morale remain very high."

Three kidnappers sentenced to death by hanging in Delta

Three kidnappers named Augustin Akpojivi, Dawel James and Collins Enye, have been sentenced to death by hanging by a Delta State High Court for the offence of kidnapping.


According to PM news, the prosecution counsel during the trial, told the Court that Dawel James, a driver by occupation, masterminded the kidnapping of his boss, Rufus Uzoma Allwell, a staff of Warri Refining and Petrochemical Company (WRPC).

Dawel conspired with Augustin Akpojivi (29), also a driver, and Collins Enye (23), a commercial motorcycle rider; and others now at large, to kidnap his boss while armed with guns and to demand a ransom of N2million before releasing their victim. He received part of the ransom which was paid by the elder brother of the victim.

The court also sentenced them to 20 years imprisonment with hard labor for illegal possession of firearms, demanding property with menace and stealing.

Photos: woman left with a smashed leg by careless hit and run driver in Delta State

A bike man and his female passenger were hit by a careless driver yesterday, May 1 along the New Ogorodo road in Sapele, Delta State. The young woman's leg was badly crushed in the accident while the bike man was seriously injured.


According to Ono Okeh, the incident occurred when the driver of the SUV tried to overtake another vehicle. He swerved and hit the bike, sending the biker and his passengers to the ground. He drove away without stopping but as luck would have it, some people gave chase and eventually caught him.


They punctured his car tyres and took him back to the scene of the accident. Fortunately, they both survived and are currently receiving treatment at a hospital.
