America & The Man-No-Be-Wood Nigerian Lawmakers - By Reuben Abati

There has been no shortage of controversy and hair-raising incidents from the 8th National Assembly of Nigeria, but nothing breaks the heart more than the name-them-shame-them letter that has been sent to the Speaker of the House of Representatives by the US Ambassador in which he accused three Nigerian lawmakers of sexual misconduct during an April 7-13, 2016 participation in the International Visitor Leadership Programme (IVLP). 
       The three lawmakers are Mohammed Garba Gololo (APC, Bauchi), Samuel Ikon (PDP, Akwa Ibom) and Mark Terseer Gbillah (APC, Benue).  In his letter to the Speaker, James Entwistle says Gbillah and Ikon “allegedly requested hotel parking attendants to assist them to solicit prostitutes” while Gololo “allegedly grabbed a housekeeper in his hotel room and solicited her for sex”. This was reported to the hotel management. The use of the word “grabbed” sounds quite deliberate in its Nigerian-ness. 
       Whoever threw that phrase in knows certainly well, that Nigerian lawmakers who spoke against a Gender Equality Bill, and who have done nothing to protect the Child Rights Act which pegs the age of marriage at 18, are most likely to abuse women and grab anything that their libido finds attractive. Of course as expected, the three indicted lawmakers have claimed that they are innocent, that nothing of such happened and that they have been denied the benefit of fair hearing. Mark Gbillah has written a windy protest letter, like a petition for a visa denied, in which he not only affirmed his innocence, but he is also alleging defamation and the threat of possible lawsuits. Gbillah is even asking for a video-tape proof! You’ve got swag hen, bros, the way you just dey halla… 
       But I will advise you and the two others to just drink cold water and chill, and as they say, calm down. Without any technical or express malice intended, the truth of this matter is that the US Embassy in Nigeria and the US Department of State have just thrown you and the two others under the trailer.  Read Ambassador Entwistle’s letter again, the word “allegedly” is used but the letter suggests that the weight of the law of the United States could have been brought to bear upon the three of you right after the reports were made, but now, two clear months later, after investigations have been conducted and the US Government is convinced, the decision has now been taken to name and shame you, and punishment has been issued: your visas to the United States have been cancelled.  The case against you is already closed. 
      Your threat that you will go to court amounts to nothing.  It is your word against theirs. And it is not just the three of you the Americans are shaming, it is the rest of us, and so the shame is an embarrassment to Nigeria. If you guys don’t think so, please hire an intelligent person to decode the following excerpt: “The conduct described above left a very negative impression of Nigeria, casting a shadow on Nigeria’s National Assembly, the IVLP, and to the American hosts’ impression as a whole. Such conduct could affect some participants’ ability to travel to the United States in the future”. What? All of these insults -just because three male Nigerian lawmakers could not manage erectile functionality? 
     It seems to me that part of the problem with many of our public officers is that they enjoy free meals and free rides so much that they hardly pause to understand the implications. They jump at every invitation to dinner from foreign embassies without knowing what it means to go there and start blabbing. Every word gets recorded! They also don’t know what it means to accept a free ride to the home country of those embassies under whatever guise. Everything you do during the visit is monitored and every one around you, including the programme guides and the staff of the hosting hotel, has been specifically detailed to keep an eye on you. The IVLP is organized by the US Department of State through US embassies across the world. It is a “premier professional exchange programme.” 
       The American government funds it, and in its 75 years of existence, 200, 000 persons, mainly “current and emerging foreign leaders” from 190 countries have participated in it. The objective is to provide an opportunity for interaction and exchange of ideas with counterparts in the United States and to offer exposure to the workings of the American system and democracy. People don’t usually apply; they get invited. In its wisdom, the US Embassy in Nigeria chose ten lawmakers from Nigeria including Gololo, Ikon and Gbillah. These three gentlemen should go and take a second look at whatever documents they signed before they collected a free ticket, free accommodation and some dollars, to cover the cost of their stay in the US as guests of the American people. They should check the small print carefully. They may just discover a line about good conduct somewhere; and what the US Embassy in Nigeria has just issued is a report and a testimonial on a trip that was paid for by the American taxpayer!  If so, can the Americans be blamed for protecting the integrity of the American woman, who paid the taxes that provided funds for the US trip by Gbillah, Ikon and Gololo? I am tempted to write something else on the in-context onomatopoeic suggestiveness of this last name but good conduct says No. Let me just ask then: should the US Congress fund a programme that allows foreign visitors to come and harass the unwilling American woman for sex or solicit for prostitutes?
  
      I must say this though: it is not only Nigerian lawmakers who act sometimes as sexual predators, either at home or abroad.  The United States also has a long list of lawmakers who attracted odium and sanction, because they could not keep their libidos in check. The only difference is that whereas in the United States, such predators when caught out are named and shamed, and they often show contrition, in Nigeria high social status is taken as a licence for sexual predation and that is why the indicted have been sounding so arrogant and defiant.  When Nigerian public officials go on any trip, local or foreign, they usually make special arrangements for what is called “Man no be wood”.  This is the euphemism for the money that is set aside by an individual for taking care of prostitutes, female companions, or accidental bedroom partners during such trips. 
       There are male public officials and even company executives who in fact swear that they will never sleep alone on a bed during any offshore trip. They will therefore either travel with what they call “a handbag” (this is the word for a mistress taken on a trip), or may be their wives who are knowingly introduced to others on the trip as Madam, but generally no trip is deemed successful without the accompaniment of a “cover cloth” (that’s another word for a woman whose task is to satisfy the sexual needs of a Nigerian travelling offshore). There are even more denigrating terms in the local languages. In Yoruba, such women are referred to as“agbesun” or “aso ibora”.
 
        And of course, in many countries, female hotel attendants, particularly house-keepers are ready targets. Nigerian men are known in some countries to be quite generous, when paying for such special services. This instructively has nothing to do with religion. One of the guys in the present case, is said to be a devout Muslim (yet, he was allegedly soliciting for a prostitute), the other is said to be a practising Christian and an elder in the Apostolic Church of Nigeria (these religious labels hen?) and the third is described as a Christian (in this matter, there is obviously no religion!). What has also not been said is that some personal and special assistants to Nigerian big men attend to this same matter as part of their job definition. The sociology of misogyny, sex-solicitation and phallocentrism in Nigeria is quite an embarrassingly interesting subject. 
       The present scandal under review will not put an end to it, but the testimonial from the US Embassy is a cautionary note to all future Nigerian travellers to the US, especially public officials.  Gbilla, Ikon and Gololo have had their visas to the United States cancelled. They may never again be given a visa to that country.  And it may also be the case that other embassies in Nigeria would have taken note of their indictment by the US Embassy, and hence refuse them visas or opportunities such as the one they have just enjoyed and abused. 
      The leadership of the House of Representatives has reportedly set up a panel of inquiry. We expect in typical Nigerian fashion that the panel will stand by the three lawmakers, declare them to be honourable, guiltless gentlemen; the panel may also summon the American envoy and possibly interrogate him, but all of that will not change anything about the Americans’ decisions about a programme they organized and sponsored and whose terms and conditions the three indicted lawmakers agreed to. By the way, in the state of Ohio, US, where the lawmakers visited, sexual harassment, prostitution and solicitation are illegal. The allegations against the trio are akin to a breach of contract and trust and a shameful record. 
      The indicted lawmakers probably do not understand how serious this is. But I accuse the US Embassy in Nigeria of overstating its case and it is like this: All that talk about negative impression of Nigeria, and the National Assembly and the threat to future participants is too saccharine. It is unfair to label the rest of us in that manner. Many Nigerians have participated in the IVLP over the years and they behaved well. Even in this instance, out of 10 Nigerian participants, there has been no need to complain about the seven others.  So, we should always name and shame the ones who fall short of standards and expectations but save us the stereotype, don’t jump from three to 200 million Nigerians and start tarring all of us with the same brush. The terms of participation in the IVLP should be between you and the individuals involved and not the House of Representatives or the rest of Nigeria. Gbillah, Ikon and Gololo do not represent me, just as they do not represent many readers of this comment.

The Nigeria Security and Civil Defence Corps NSCDC), Bayelsa State Command, Saturday, organised a stakeholders’ meeting to resolve the protracted crisis among producers of table and sachet water in the state. 
The meeting was attended by the Special Adviser to Bayelsa Governor on Security, Boma Sparo-Jack, representatives of National Agency for Food, Drug Administration and Control (NAFDAC) and executive members of Association of Table Water Producers of Nigeria(ATWAP) from Bayelsa, Delta, Imo, and Rivers states, among others.

ATWAP, Bayelsa State chapter, has been at loggerheads with their counterparts from the neighbouring states who bring packaged water into the state, a development generated security concerns.
The State Commandant, NSCDC, Mr. Desmond Agu, said the event was organised to avoid crisis in Bayelsa State.
He said there were situations people blocked the supply of packaged water coming into the state from Delta, Imo, Rivers and other places.
He said such a development if not promptly tackled could lead to a breakdown of law and order in the state.
He said: “To avoid such problems, that is why we organised this stakeholders meeting for all ofnthem them to come for dialogue to resolve the problems. We are optimistic that today, we are going to iron out all the issues for a long lasting solution.
“As you are all aware, the NSCDC by virtue of the Act 2003 as amended in 2007, section 3, subsection 1 (4) (6), the corps is saddled with the responsibility “to arrange, mediate in settlement of disputes among willing members of the public’ which your association is part of.
“In view of this, the corps has convened this stakeholders meeting to fashion, harmonise all members of ATWAP doing business in Bayelsa and also to proffer a lasting solution to the lingering crisis existing among you.”
The Chairman, ATWAP, Bayelsa State, Capt. C.K. Emiemokumo (retd.), lamented the problems facing packaged water producers in Bayelsa over the years.
He said that some of their counterparts from neighbouring states turned the state into a dumping ground for all sort of contaminated water.
He commended the meeting, saying it would put a stop to the unbridled influx of all sorts of water into the state.
He said suppliers of substandard water refused to register with ATWAP Bayelsa State so that their activities would continue without any check or control.
He said: ” NAFDAC conducts annual recertification tests on all water producing companies every year. But regrettably, we have no way of knowing which companies were tested or which were not since ATWAP has no record or control over the water that comes into Bayelsa.”
He, therefore, called on the state government security agencies and all other stakeholders to cooperate with ATWAP in Bayelsa to be able to have control on the companies bringing water into the state.

Buhari condemns killing in Kano, sues for peace

President Muhammadu Buhari has condemned the killing of Mrs Bridget Agbahime, an Igbo market woman in Kano.
In a statement by Presidential Spokesman, Femi Adesina, President Buhari described the developments that led to the killing as sad and regrettable.
He condoled with the husband of the deceased, Pastor Mike Agbahime, the family and relations and prayed that God would give them the fortitude to bear the loss.


He also commended the law enforcement agents for apprehending the prime suspect behind the killing, as well as the Kano State government, which summoned a meeting of Christian and Islamic leaders, widower of the deceased, and security agencies, following the sad event on Friday.
President Buhari said justice would be done in the matter, and urged the people not to take the law into their hands.
He also charged those who may want to use the development to fan the embers of religious or ethnic hatred to remember that two wrongs never make a right, and that when law and order breaks down, those who become victims are never distinguished on the basis of religion or ethnicity.
“The incident at Kofar Wambai market, Kano city, is utterly condemnable, and the state government has been quite proactive. Let us ensure that we keep the peace, as justice will be done. Let us learn to respect each other’s faith, so that we can know each other and live together in peace,” the President said.

Lagos State Governor, Mr Akinwunmi Ambode on Saturday said the Memorandum of Understanding (MoU) recently signed with Kebbi State on agricultural commodity value chain was in line with the agenda of the Federal Government to diversify the economy, just as he said the pact would go a long way in ensuring food security and job opportunities for the people.

Governor Ambode, who spoke at the Government House in Birnin Kebbi, Kebbi State during his official visit to the State as part of further steps to cement the agricultural partnership, said he was totally committed to the success of the relationship as it would not only boost the economy of the two states but would increase Nigeria’s Gross Domestic Product (GDP).
He said the two states, with the agreement, which is the first state-to-state relations in the country, have shown leadership, and expressed optimism that other states would soon take a cue from the relationship.
The Governor, who was given a heroic reception from Birnin Kebbi International Airport down to the Government House, said the partnership was in continuation of the relationship which had always existed between the two states in term of politics, population and strength.
He said: “This relationship is visionary and it is also a pointer to the fact that the two states have decided to openly support the vision of Mr. President, President Muhammadu Buhari.
“The change mantra which President Buhari has been preaching is what this whole relationship is all about that we must look inward. We must start to reintegrate our economy in such a manner that we must not continue to import what we can produce and we must create a value chain where we have comparative advantage to do so.
“Kebbi is one of the major producers of most agricultural products in Nigeria, whereas Lagos State is the major consumer of most of these products and we have the market and the population to take on everything that is being produced and that is why the value chain in which we have tried to embellish is very important to the two states. And so we are committed to doing this for Mr. President.
“This visitation is a continuation of where we started from. We want to take the next steps and we know that the next steps are steps in the right direction,” the Governor said.
He added that beyond collaboration on rice production, the Lagos State Government has also decided to create value chain on every other agricultural products from Kebbi State first to the people, which would in turn create jobs for the people and make the economy of Nigeria to become more vibrant thereby increasing the GDP.
On his part, Kebbi State Governor, Alhaji Atiku Bagudu described the MoU as an innovative partnership that would lead the way positively for Nigeria.
He said years of policy distortion had demoralize local producers of rice and other agricultural products from competing with their foreign counterparts, which had in turn affected the economy of Nigeria negatively, but expressed optimism that the partnership between Lagos and Kebbi States will right the wrongs of the past.
He said: “I am glad that we are on track to address such issues and empower our producers to compete globally. Apart from the fact that the collaboration will bring about significant economic growth and create opportunities, it will also bring our people much closer.
“We are particularly happy that the partnership enjoys massive public support. The President, at different occasions, has publicly commended what we are doing and that is enough motivation for us to push forward with the agreement” Governor Bagudu said.
The MoU principally centres on boosting the production of rice, wheat, ground nut, maize, millet, sorghum, sugar cane, cows, among others.
There is also arrangement with a Mexican firm, San Carlos Group to expand the Rice Mill at Imota in Lagos from production capacity of 2.5 metric tonnes per hour to 22.5 metric tonnes per hour with the active participation of the private sector.
Governor Ambode, as part of the official visit, also paid courtesy visits to the Emir of Gwandu, Alhaji Mohammed Iliya Bashar and the Emir of Argungu, Alhaji Samaila Meira.
He also inspected the Labana Rice Mill in Kebbi which has the production capacity of 16 metric tonnes per hour and the FADAMA Project Site I Argungu.

There was discordant tunes within the militant groups operating in the Niger Delta region following a threat by some militants to launch six missiles in the region.
The militant group, Niger Delta Avengers (NDA), which had claimed responsibilities for ongoing onslaughts against oil installations, Saturday, disassociated itself from threats to launch missiles in the region.

It rather asked persons behind the threat to sheathe their swords and key into its motive of crippling the country’s oil production without bloodshed.
A consolidated group of militants under the aegis of Joint Niger Delta Liberation Force (JNDLF), which claimed NDA was its member, threatened to launch six missiles in the Niger Delta region.
The group said it would commence the testing of its six missiles which would last for three days on June 7.
Though it did not disclose the nature of the missiles, it warned that no airplanes should fly in and out of the country within the period claiming that the weapons were capable of hitting any object despite its size.
It said its fighters trained for that purpose had already arrived the region with its foreign partners through what it described as the country’s porous borders.
The group in an electronic statement said it took the decision to further wreck havoc in the region in a meeting attended in Yenagoa, Bayelsa State by its commanders.
The militant group said Bayelsa State not Delta State is the command base of the Niger Delta Avengers (NDA) and warned the Commissioner of Information and Orientation in Bayelsa, Mr. Jonathan Obuebite to stop criticizing NDA.
The group in the statement which repeatedly referred to President Muhammadu Buhari as Pharoh, said the highest organ of JNDLF, the Joint Revolutionary Council (JRC) concluded that the launching of the missiles would signal its readiness for the final breakup of the country.
Persons who endorsed the statement for the group identified themselves as ‘General’ Torunanaowei Latei (Creek Network Coordinator); ‘General’ Agbakakuro Owei-Tauro (Pipeline Bleeding Expert); ‘General’ Akotebe Darikoro (Commander, General Duties) and ‘General’ Pulokiri Ebikade (Intelligence Bureau).
But NDA in an electronic statement signed by its Spokesman, Murdock Agbinibo, warned other groups to desist from an act capable of causing bloodshed in the region.
Agbinibo said there was no need to launch missiles or take life of any person since the military warplanes had not struck in the region.
He said: “The military warplanes hovering round our towns and villages have not strike a soul or destroy any property, so those groups with anti aircraft missiles should dry their gunpowder.
“When it is time to engage the military in combat the whole world will know they started the war not the Avengers. The Niger delta avengers high command will pass the message round that its time to engage on gun battle when it is time. 
“So far, we have not engaged the Nigeria military in combat; despite the heavy presence of military on the pipelines. we still find way to carry out our actions without attacking soldiers. The avengers will deal with any group that refuses and attack military.
“The high command is calling on all groups in Rivers, Ondo, Delta, Bayelsa, Cross River, and Akwa Ibom to not indulge in any act of kidnapping and attacking of soldiers. The war is on oil installations; ‘Operation On Flow of Oil’. God is our strength; he is going to see the people of Niger delta through.
“Let us be careful not offend God in the process of trying to liberate our people from the shackles of the Nigerian government because we need God more than anything right now. We also need the international bodies as well. Hence, we must desist from any life threatening actions that will derail our genuine struggle for our people. 
“All groups are hereby discouraged from indulging in harassing oil workers and soldiers. We urge you all to help any oil workers or soldiers you see in distress”.
The NDA spokesman added: “The liberation of the Niger delta people has taken a new swing with the daily emergence of new groups all over the region. The avengers are calling on all groups in the region to be strong and resolute as it is obvious that God is on our side. 
“The groups are much now both real and unreal but if you really fighting for the liberation of the Niger delta people. The high command of the avengers is calling on you not to attack any soldier and those claiming to have anti aircraft missiles should deist from targeting any aircraft.”

Jonathan slams This Day over 'malicious' ‘exile’ story

Former President Jonathan has repudiated a newspaper publication indicating that he returned last Wednesday from Cote d’Ivoire, a country the paper claimed, he allegedly considered going into exile. A story in This Day of Saturday 04 June, 2016 entitled ‘Buhari Holds Secret Meeting with Jonathan, Niger Delta Tops Agenda’, had insisted that President Jonathan had gone on self-exile for fear of being arrested.
However, dismissing the allegation as false, insensitive and tendentious, the former President warned newspapers to desist from reckless sensationalism. Dr. Jonathan who stressed that he returned from the United Kingdom and not Cote d’Ivoire as erroneously claimed in the This Day story however reiterated that he “has no intention of turning his back on Nigeria, a homeland he served diligently as President, to the best of his abilities.”

Below are the full details of the statement signed by Ikechukwu Eze, media aide to the former President: FORMER PRESIDENT JONATHAN NEVER CONSIDERED GOING ON EXILE Our attention has been drawn to a spurious publication in This Day of Saturday 04 June, 2016 entitled ‘Buhari Holds Secret Meeting with Jonathan, Niger Delta Tops Agenda’.

We had thought that the newspaper only set out to report a routine meeting between the former President and President Muhammadu Buhari, while speculating on the agenda just as newspapers are wont to freely do, especially as no statement was issued by either of the parties. We are however dismayed that This Day, unlike other newspapers, went beyond this brief and turned the report into a veil for its vain and futile attempt to justify its earlier ‘exclusive’ report, on a speculated Jonathan’s self-exile to Cote D’Ivoire. We are inclined to proclaim straightaway that this claim or any insinuation to Dr. Jonathan’s contemplation of exile is not only false, tendentious but inciting.

Isn’t it reprehensible that the only truth in the This Day publication is that former President Jonathan paid a visit to President Buhari, while the rest of the content are bogus insinuations and fabrications? It is surprising that, rather than apologise to the former President and the nation for an obvious gaffe, This Day continues to pursue this illusory line of thought, which achieves nothing but mislead its readers, even after the former President had clearly stated that he never, at any point in time, considered going into exile.

We are persuaded to believe that the newspaper is pursuing a yet-to-be-declared agenda, especially after a call earlier made, out of respect, to the newspaper by the former President, to offer a clarification, was deliberately misrepresented, to agree with this premeditated conclusion.

We are disappointed that a serious newspaper like This Day could carelessly wager its reputation and encouraging perception, by submitting itself to such recklessness and needless sensationalism. We therefore seek to make the following assertions, as a means of stating the facts:

* We maintain as Dr. Jonathan has himself stated, that the former President has no intention of turning his back on Nigeria, a homeland he served diligently as President, to the best of his abilities.

* It is instructive to note that while This Day continues to insist that Jonathan came from Cote d’Ivoire, the former President actually returned to the country last Wednesday evening from London, after visiting many countries including United States, United Kingdom, Senegal and Cote d’Ivoire on a six-week long international engagements and speaking tour.

*As a former President, Dr. Jonathan should be obliged the freedom to visit President Buhari, anytime he likes, to brief him on his international engagements and other commitments. We will like to advise media houses to desist from this fruitless predilection of Jonathan bashing, just because it is convenient, and in tune with the disposition in some quarters.

US Court bars Runtown from performing in the US

On Friday June 3, 2016, Lydia Obasis Hills, Esq., a first-rate New York litigator and entertainment lawyer, secured a temporary injunction, on behalf of Eric Many, Ltd., in the Eastern District of New York against Runtown and his manager, Bugu Aneto Okeke, barring all U.S. performances and appearances by the Nigerian pop star. According to Ms. Obasi Hills, she hopes "Runtown's injunction sends a message to Nigerian artists that it's important to respect the sanctity of contracts, and to work with their labels who often invest large sums into promoting their careers." 
Runtown sought to breach his contract with EricMany, Ltd., to which he was the sole artist on the label. Ms. Obasi Hills argued before United States District Judge Kiyo A. Matsumoto, who found that "Nigerian music is on the verge of crossing over into North American popular music and that the "totality of potential losses that EricMany will likely face from Runtown's actions are incalculable."

Judge Matsumoto found that a "Nigerian court issued an interim injunction dated May 20, 2016, that enjoins Runtown" and that it "will be virtually impossible to quantify the losses that EricMany will suffer if it is not affiliated with Runtown during this critical time for Nigerian music." Ms. Obasi Hills presented evidence to the Court that Runtown was not only in breach of his record contract, but was also planning a U.S. tour, titled "Ghetto University USA Tour," without the consent of his label, which would have been in violation of the May 20, 2016 Lagos Federal High Court injunction.

Ms. Obasi Hills also presented evidence that Runtown was making false and malicious defamatory statements against EricMany and its CEO, Prince Okwudili Umenyiora. Judge Matsumoto ultimately entered an Order restraining and enjoining Douglas Jack Agu (“Runtown”), Bugu Aneto Okeke, Bug Media Limited, and Bug Entertainment and Media Limited, from "singing, appearing, hosting, performing, promoting, arranging, facilitating, scheduling, advertising or permitting the performance of Douglas Jack Agu "Runtown" at any venue on or after June 3, 2016."

According to Ms. Obasi Hills, "EricMany's victory is a victory for all Nigerian record labels, which sends a clear message to all artists that a record deal is a binding agreement. It's wrong for an artist to reap the benefits that signing to a label provides, only to leave thereafter to the detriment of the label, and after the artist has achieved fame and success in large part due to the label's investments in the artist's career. EricMany has invested over $600,000.00 USD into Runtown’s career and has yet to re-coup the totality of its investment.

While the media has been aflame with rumors that Runtown has left EricMany, the hope is that Runtown and EricMany will be able to settle their differences and enter into a new record contract, leaving the past in the past.

EricMany undoubtedly wants Runtown to excel, shine and break barriers in the Nigerian and American music industry.
